Prior to joining the firm Charles was with the South African Reserve Bank for 27 years and has extensive experience in all aspects of exchange control.
- Since 1977 he has been involved in the application and amendments of Exchange Control policy, the adjudication of applications, the investigation of contraventions of the provisions of the Exchange Control Regulations and he has given evidence in many exchange control court cases as an expert witness.
- He was responsible for legislative amendments to the provisions of the Currency and Exchanges Act (Act No. 9 of 1933) as well as the Exchange Control Regulations, Orders and Rules, issued in terms of the Act.
- Charles contributed to the drafting of the Financial Intelligence Centre Act.
- He was a member of the Money Laundering Committee of the SA Reserve Bank and participated as a speaker at various local and international seminars.
- Internationally he has interacted with the FBI, Scotland Yard, NCIS, Interpol, as well as police services and other agencies of various countries.
- Locally he has assisted the Commercial Crime Unit of the South African Police Services, the Office for Serious Economic Offences and the Scorpions, which included accompanying them abroad for investigations from time to time.
- He has established relationships with various government departments, the Johannesburg Securities Exchange, the Financial Services Board and many authorised dealers in foreign exchange.
- Charles is the president of the Convocation of the University of Johannesburg and a council member of the university. He is past member of the International Association of Business Leaders and the Association of Banking Lawyers of Southern Africa.
- He is a Vice President of the Blue Bulls Rugby Union.
Charles’ recent experience includes:
- The Rockwell Diamond Inc Rights issue on the Johannesburg Stock Exchange in respect of the exchange control permission required to proceed with the rights issue.
- The Simmer & Jack Mines sale of controlling shareholding in First Uranium Corporation listed on the Toronto Stock Exchange which required prior approval of the South African Minister of Finance.
- Assisting Real People Holdings (Proprietary) Limited with the relevant exchange control permission to set up their offshore structure and to fund their lending activities.
- Handling emigration applications on behalf of high wealth clients.
Charles is a member of the Institute of Bankers in South Africa and an audit committee member of the University of Johannesburg.
